New Report Lowers Chesapeake Bay Health Grade

The “health of the Chesapeake Bay declined” in an annual report card from scientists at the University of Maryland, who add that “the changing climate is definitely having an effect.” Making lasting fixes to the bay will require paying increased attention to the “political context of coastal communities,” especially regarding development projects, William A. Stiles Jr. argues in Issues. From the federal to county level, he writes, policymakers “must learn to live in a world in which the past is no longer prologue and retrospective views of past conditions no longer provide guidance for the future. They must extend their time horizons well beyond the next election.”
